Wouldn't surprise me if this will become the general consensus of the tracker community (I guess it started with what.cd; What.CD - uTorrent 3.1 Issues posted by mszrx104), so as the article says: either don't upgrade or if you already have then downgrade your client.

With reports coming in from other trackers and bug reports in the uTorrent forums of uTorrent 3.1 not banning peers for sending bad data we have taken the decision to remove uTorrent 3.1 from the client whitelist within the next 24hours.
If this affects you, you will need to downgrade to an earlier version of uTorrent. Older versions can be found on https://filehippo.com (https://filehippo.com/) (we recommend uTorrent 2.2.1)
