Avaya Site Administration change called party number type from national to unknow

Hi;

kindly i want to change the called party number type: from national to unknow

i use avaya site administartion to manage the PBX

i have pri line and the service provider told us after monitor that the called party number type: is national

If the PRI is connected to a Cisco gateway, I can tell you how to do it, otherwise I won't be able to help

no connected to avaya PBX
but you can help me by referring to the road
i mean you can tell me the feature or setting which responsible for this value

In Cisco gateway we are using something called translation rules, so for example if I need to convert the type of the number to unknown I will write this command:
Voice Translation-rule 1
rule 1 // // type any to unknown

The above is the command itself but there is a way to apply it, I believe it should be completely different thatn Avaya and the PBX.
